As Dave pointed out above the vertical movement of the swingarm is all in the rubber and not between the spindle and the metal bushings. As mentioned the swingarm should be tightened at the half way point in the travel afforded by the shock. I could not budge the nuts until I loosened the threaded pins with a hex (Allen) key.
